New formula for allocating resources to a public education program

The purpose of this research was to review and analyze the effect of the change in the formula for allocating public resources from the federation, to the then called Fund for Contributions for Basic Education (FAEB), which from 2015 came to be called Fund for Contributions for Educational Payroll and Operating Expenses (FONE). The research was carried out under a qualitative approach, supported exclusively by documentary review. The study offers a detailed perspective of the evolution of the FAEB formula and its effects on the educational resources administered by the federative entities of the country. It is evident that the transition from FAEB to FONE increased the financial deficit in the federative entities. The main impact of the change in formula was the generation of insufficient resources allocated by the federation to cover the teaching payroll and other essential operating expenses of the educational sector. Consequently, it is proposed to comprehensively reform the aforementioned formula for the allocation of educational funding from the federation to the federal entities of Mexico.
